CAF Contract with Africa  

The CAF Football development policy is guided by “CAF Contract with Africa”, a strategic blueprint development program launched in 2005.
 
Under this program, CAF is committed to empower its Member Associations by providing them support through the following three pillars of development:
 
1.     Grassroots
2.     Human Resources
3.     Infrastructures  
 
The above pillars are enhanced and improved thanks to a pro-active secretariat, which role is also to liaise on a regular basis with every member association and provide the relevant support to increase and optimize the use of available resources.
 
The first phase of the CAF Contract with Africa was achieved between 2005 and 2009, whereby each CAF member association benefited from a grant of US Dollars 100 000 to improve its current infrastructures and develop its football at the national and local levels.  
 
In addition to the provision of financial resources, the CAF Contract with Africa aims at creating a cascading effect of knowledge transfer to all levels in African football, from the continental level to the regional and then national level through efficient communication between the Confederation and its members.
 
CAF Education Officers Network
 
To implement effectively the Contract with Africa program, the Confederation introduced as well the CAF Education Officers Network (CEON), with the aim of financing one employee in each Member Association with the relevant experience to act as a key liaison manager and information coordinator for all matters related to Football development, including but not limited to coaching, refereeing, administration and medical matters.
 
To reach this goal, two means are essentially employed.
 
  1. Firstly, a CAF Education Officer is nominated by each respective National Association and confirmed by CAF using strict criteria of selection.
  2. Second, CAF provides technical means to each Education Officer by financing subventions of 3000 USD once for the purchase of training equipments such as laptops, LCD beamers, overhead projectors, CD’s and DVD’s etc…
 
The CAF Education Officer is therefore an employee of the National Association subsidized by CAF. His or her main duties are:
 
a.     To be aware of every single development project and activities taking place at the national and sub-regional levels in his country and report them back to CAF following due authorization from his or her own superiors. 
b.     To coordinate and be responsible for the implementation of any events organized by CAF within the territory and provide a strong supporting role in planning those events. 
 
CAF is committed as well to train its Education Officers through the organization of seminars and workshops across Africa. By end 2009, more than 90% of CAF member associations adhered to this program. 
 
CAF Football Development Division
 
In line with the CAF Contract with Africa, the Football Development Division is responsible for a wide spectrum of Technical and Educational issues in the entire African continent, focusing on Men’s, Women’s and Futsal football development.
 
The Division has four (4) distinct areas of focus:
 
1. Coach education, development and licensing
2. Refereeing education and development
3. Provision of best practices and strategic planning within the administration of CAF affiliated members
4. Sports Medicine development and research
 
The division aims to develop more qualified Instructors by conducting seminars, courses and other programs in conjunction with CAF Member Associations to ensure the transfer of knowledge advocated by the CAF Contract with Africa. Instructors are appointed to the relevant fields of football that the Division covers, ensuring a continuous quality educational scheme.
 
The Division also engages with multiple partnerships to enhance the organization and contents provided. Such partners include but are not limited to FIFA, UEFA and the English Football Association.
 
On the other hand, aware of its responsibility to support the United Nations system, the Confederation signed as well memorandum of understanding with the Food and Agricultural Organisation (FAO) in 2008 and other agencies to use football as a tool for the promotion of peace, solidarity and education throughout Africa.
